I think by default that point is the first state, but you can click the camera icon in the history pallet to create anew snapshot then place the history brush symbol in it to paint from that. I always tell my students that if you can get both hands working in PS (left on keyboard, right on mouse) then it speeds up your work flow and you can think more creatively.
